Dear Friends,
The National Mission for a Green India (or the Green India Mission – GIM) was announced by the Prime Minister as one of the eight Missions under the National Action Plan on Climate Change (NAPCC). It recognizes that climate change phenomena will seriously affect and alter the distribution, type and quality of natural resources of the country, and climate-sensitive sectors such as forestry may face major threats. This will have repercussions for livelihoods of people in general, and forest-dependant communities in particular. The GIM aims at addressing climate change by enhancing carbon sinks in sustainably managed forests and other ecosystems, adaptation of vulnerable species & ecosystems to the changing climate, and adaptation of forest-dependant local communities in the face of climatic variability. Its goals include the afforestation of 6 million hectares of degraded forest lands and expanding our forest cover from 23% to 33% of the country’s geographic area.
The Ministry of Environment & Forests has the main responsibility for actualizing the Mission. However, this task cannot be accomplished by the Ministry alone, and the participation of civil society is crucial. MoEF has recently put out the Draft of the Mission Document for public comment. CEE, a Centre of Excellence of the Ministry, has been commissioned to hold 7 regional consultations to help finalize the Document.
The schedule of consultations in different locations in India is as follows:
1. Guwahati 11 June 2010
2. Visakhapatnam 16 June 2010
3. Pune 19 June 2010
4. Dehradun 22 June 2010
5. Bhopal 30 June 2010
6. Jaipur 02 July 2010
7. Mysore 05 July 2010
In this series, a Consultation will be held in Pune on 19 June 2010 from 2.00 pm to 5.00 pm. Mr. Jairam Ramesh, Minister of State, Environment & Forests, will Chair the consultation. The venue is as follows:
Maulana Abul Kalam Azad Memorial Hall
Lane D, Off North Main Road
Koregaon Park
Pune 411001
We are hopeful that non-government organizations, civil society groups, local bodies such as Gram Panchayat & Gram Sabha, researchers, activists interested in the rights of forest dwellers and tribals, urban resident welfare associations, and all those concerned with the linked issues of climate change and forests, will take part in this dialogue.
Draft Document for your reading and to help you prepare comments in advance is uploaded on MoEF website (http://moef.nic.in) and soon will be on the CEE website too (www.ceeindia.org).
We encourage you to hold initial meetings at your group level and consolidate the comments, which could be brought to the consultation by a representative. A list of all consultation locations, dates, and coordinating CEE offices is given on the last page of the Mission Document. In case you find it more convenient to attend at any other location, kindly inform the relevant CEE unit (see list below). We would request you to send your comments on greenindiamission@ceeindia.org, in case you are unable to attend.
A line regarding your participation on 19 June would be helpful to make appropriate arrangements. Do email gimpune@gmail.com
This is a draft mission document of the “National Mission for a Green India (or
