We have realized that the existing animal welfare organizations in Pune are
not able to cope up with the day to day casualties of animals
So we will have a session which can guide the animal lovers in the city
about basic first aid of injured and sick animals, what to do and whom to
contact in case of an emergency, how to reduce dependency on any one
organization for rescuing injured or sick animals on streets, where to leave
an animal in case it needs treatment for few days/ weeks/ months etc.
The session will also involve basic first aid knowledge for common ailments
and problems related to stray dogs

Following points were discussed :
1. He will send us a brief report of current situation and needs at Ladakh along with LAHDC’s plan for reconstruction of houses and channelizing funds.
2. LAHDC have applied for Tax Exemption, he can confirm the status in a week.
3. LAHDC will have a meeting at Gurgaon to coordinate the whole relief process, any of us can join it.

The situation
A massive cloudburst occurred in Leh after torrential rains in the intervening night of 5-6 August 2010. The
worst hit areas are Leh Bus Stand and nearby Choglamsar village. So far, 136 persons have lost their lives
and 200-250 are injured. Five relief camps have been opened in the affected areas.
Reported damages so far are:
• BSNL exchange and Bus Stand in Leh town has completely been washed away.
• The Civil hospital and Leh airport has been inundated.
• The Nyoma-Leh road has been blocked due to heavy mud-slide.
• The Fayang Bridge on the National Highway between Kargil and Leh has been washed away, thus
disrupting traffic.
• The pumping station has been washed away thus, disrupting water supply in Leh township.
• The Cultural Institute of Buddhist Studies has been affected.
• The Central Reserve Police Force (CRPF) camp completely washed away.
Around 6,000 army and paramilitary personnel have been deployed for rescue and relief operations in the
affected areas.

The disaster management division, MHA, have been provided with five (5) units of INMARSETs to the state
government of Jammu and Kashmir, Leh, for emergency communication purpose.
More than 1,400 people have died across 19 of India’s 28 states during the monsoon rains this year.
Coordination and partnerships
On review of the difficult terrain and the presence of government resources on the ground and considering
its axillary role, the Indian Red Cross Society (IRCS) has been closely working with the government through
the Ministry of Health for responding to the emergency situation in Leh following the cloudburst. A team of
Red Cross staff and volunteers have been working from the onset of the disaster.
A meeting was conveyed in the Emergency Operations Centre by the IRCS secretary general to appraise
actions taken by the national society in response to the cloudburst in Leh to the Movement partners in the
country. The International Federation of Red Cross and Red Crescent Societies (IFRC) has been extending
its fullest cooperation to the IRCS in planning and mobilisation of relief supplies. IFRC has made available its
disaster management manager to the national society to lead the IRCS team in Leh.
The International Committee of Red Cross (ICRC) is in contact with various embassies and consular
services to have a coordinated reunification of family links (RFL) strategy. ICRC will participate in
coordination meetings in New Delhi and facilitate contact in Leh with the IRCS team.
ICRC is preparing an imminent deployment of a small RFL/assessment team (one RFL specialist and two
cooperation FO) to Leh to support the IRCS team there.
Red Cross and Red Crescent action
The IRCS national headquarters, along with the IFRC India country office, is closely monitoring the unfolding
situation in Leh and is in regular contact with the affected state branch. The IFRC India country office is
closely following-up with the IRCS national headquarters on the rising needs from the state branch on
technical support request, in carrying out the emergency assessment in the affected areas.
IRCS is meeting daily to review the situation and to discuss the next steps to take. The daily meetings
include the IFRC head of India office, while several other technical meetings are held daily between IRCS
and IFRC to best coordinate the relief efforts and the best response to the affected areas.
The IRCS chairman and the union health minister, along with the IRCS secretary general, visited Leh on 7
August. Following this visit, IRCS has sent the following relief supplies to Leh:

Along with these items, a team of three people have departed on 10 August for Leh from Delhi. This team
has been joined by four Red Cross staff and volunteers who have been involved in the operation since the
start of the disaster.
The Ministry of Health and Defense are coordinating arrangements for transportation of goods and personnel.
The needs
Some 1,000 families have been identified as the worst affected. The goods and personnel are being sent to
Leh based on the recommendations submitted by the IRCS Jammu and Kashmir branch. As soon as the
deployed teams arrives at Leh, the teams will operationalize the NOMAD water purification units and will
assess further needs of the affected population which will be the base for further action to be taken by IRCS.
The proposed operation
An experienced team of national disaster response trained (NDRT) volunteers will be deployed by IRCS for
operationalising the NOMAD water purification units and distribution of non-food items. This team will also
continue with the assessment of the area while working of the assigned tasks.
Relief distributions (food, basic non-food and emergency shelter items)
Objective: The immediate needs of at least 1,000 flood-affected families (5,000 beneficiaries) have
been met through relief distributions.
Activities planned:
• Detailed need assessment by IRCS and mobilisation of national disaster water and sanitation
response team (NDWRT) members and volunteers.
• Procurement for replenishment of non-food item (NFI) stocks.
• Dispatch and transportation by IRCS to the distribution sites.
• Storage and distribution of relief items by trained IRCS volunteers and staff.
• Regular detailed monitoring and reporting of distributions.
Emergency health, and water, sanitation and hygiene promotion
Objective: The risks to the flood-affected people from waterborne or water and sanitation related
diseases are reduced through the provision of safe water and adequate sanitation to population of
40,000 persons.
Activities planned:
• Deploy NOMAD water purification units in Leh.
• Assessment of water, sanitation and hygiene situation.
• Mobilization and operationalization of water purification units in the affected areas to supply potable
drinking water to the population of 40,000.
• Provision of safe drinking water to flood-affected families.
• Ongoing monitoring and technical advice by IRCS national headquarters and IFRC.
Action Plan
The initial plan is to deploy human resource, water purification units and non-food items to Leh to intensify
the intervention. However, the deployed personnel will be responsible for the development of further plan of
action based on the assessment which will give direction to the operation.
The items will be distributed by the IRCS state/district branch staff and volunteers, in close consultation and
cooperation with the state and central authorities.
Communications – Advocacy and Public information
The steady flow of timely and accurate information between those working in the field and other major stake-
holders will support the programme objectives of this DREF, increase the profile, funding and other support
for the national society and the International Federation.
It will also provide a platform on which to advocate in the interest of vulnerable people. In close collaboration
with the operation, those affected by this emergency will be provided with information to support their relief
and recovery. Donors and national societies will receive information and materials they can use to promote
this operation, and communications initiatives will help build the information and public relations capacity of
the host national society for future emergencies.
The IFRC’s work is guided by Strategy 2020 which puts
forward three strategic aims:
1. Save lives, protect livelihoods, and strengthen recovery
from disaster and crises.
2. Enable healthy and safe living.
3. Promote social inclusion and a culture of nonviolence
and peace.

Not too long ago, a region much loved by BCMTians, Ladakh, was ravaged by cloudburst and flashfloods. This has led to large scale devastation in and around Leh and even in Nubra Valley.
While search, rescue and relief operations are still on, we as responsible citizens of India, have to realize that there is a holistic approach needed, which goes much beyond the initial relief operations and helps people of Ladakh, get back on their feet, as soon as possible.
With this in mind, we are holding Ladakh Charity Meet on 14th August 2010 in New Delhi, India. Where money would be collected and with it, supplies (water and medicines) would be bought for immediate relief of people of Ladakh and handed over to the Army, who is overseeing search, rescue and relief mission in Ladakh.
By sending in supplies, instead of money, we hope to ensure that those who are in need of help actually are the beneficiaries, rather than those, simply in it for the money!
Like I have said earlier, we need to approach the whole situation holistically, so this is only going to be the first step we would be taking to help people of Ladakh. A much larger and country wide initiative would be launched a little later on, where we will try and help out the organizations working on the ground in Ladakh, to help rebuild the infrastructure, which was destroyed by these flashfloods. Hence we request those, who are planning to contribute to both the steps, to please allocate their budget in such a way that they are able to support both the initiatives, without hurting their own pockets.
For people outside Delhi, we request them to wait and keep patience, remember, we need to be there for people of Ladakh, after much of world has forgotten the tragedy and moved on. Because that is the point, at which they will need help the most and only a few will be there to answer.

165 people were killed and a few more hundred people are feared washed away due to the cloudburst followed by heavy rains and flash floods that devastated some of the villages in Ladakh region of India on Aug 5th night which is morning of Aug. 6th.
We as an NGO known as "JULAY LADAKH" been active in Ladakh with activities for sustainable development through preservation of environment, traditional culture and Education support to disadvantaged children. We also do various educational exchange programs between Ladakh and Japan in particular.
Now, we decided to do an appeal to raise fund for relief and rehabilitation for the waste effected people in Ladakh from the recent deadly floods that took hundreds of lives and damaged properties. Ladakhi people never have experienced such a big tragedy before in their known times.
Our staff in Leh has been studying the current conditions of the effects in Ladakh and we’ll update reports on our homepage on the usages of this fund time to time.

SPECIAL NOTES
1. This is a voluntary service, all traveling expenses are self‐financed.
2. You will be going to disaster‐hit areas in Ladakh. In some instances, you may be required to help the victims and
survivors. Therefore, you have to be mentally prepared to witness deaths, injuries, mudslides and other results of
the calamity. If you are physically or emotionally unable to carry on during the operation, please do not hesitate
to take leave.
3. You are required to arrange for your own travel and health Insurance and ensure that you are covered for
emergency helicopter evacuation, in case of unforeseen health issues. Travel Insurance will also ensure that you
will be covered in the event of a cancelled or shortened trip due to unforeseen circumstances.
4. All meals are vegetarian. We discourage volunteers from bringing disposable items, as this will pollute the
Himalayas, where the source of water is very precious and rare.
5. Please bring your own mug and container.
6. We ask that everyone be as understanding and tolerant as possible, as we have no idea what will happen during
the journey and what kind of experience you will go through internally. Please refrain from breaking down
emotionally as this will affect relief efforts, and will add further strain to the situation on ground zero.
7. We are going to a high altitude of approximately 3000m above sea level. Please take care of yourself.
COST ESTIMATES
1. Delhi‐Leh return airfare: Rs17,000‐Rs20,000 more or less, depending on the date of booking
2. Rs1,200 per night and 3 meals a day on a twin‐sharing basis (i.e. Rs600 per person) and Rs1,000 for single
occupancy. This is a special arrangement made with Ladakh Sarai.
3. Airport transfer will cost around Rs150 per trip.
4. Full day rental of a jeep – Rs1,600 per day.
5. Daily expenses – approximately Rs1,200 per day.
The Ladakh Arts and Media Organisation (LAMO) is a public charitable trust established to articulate an alternative vision for the arts and media in Ladakh. The organization set up the LAMO Centre in Leh, the main town of the region, to provide a space for the understanding and development of the arts. The complex on which the Centre is located comprises two historical houses below the 17th century Namgyal palace. The houses were restored by LAMO and converted to an arts space with offices, galleries, a library and reading room, screening room, conference room, and open-air performance site. The Centre is designed to conduct outreach programs, research, workshops, and exhibitions that showcase Ladakh’s material and visual culture, performing arts and literature.

The recent cloudburst in Leh has created havoc on the lives of all those affected. Hundreds of lives have been lost, houses have been destroyed and people have lost everything they have. According to Mr. Anshu Gupta (Founder, Goonj) who has actually visited the site, the extent of damage is immense. "In a population of around 20K, 200 recovered dead bodies, 500 missing people, hundreds of houses totally crumbled, heavy loss to crop, cattle and property is not a small loss. Many families have been wiped out completely; even the dead bodies are still under the 6- 7 ft. of mud, which suddenly entered their homes as they were sleeping. The prime concern is the upcoming winter. In winters the temperature of Leh goes down to -20 degree centigrade and this time due to lack of homes it’s going to be quite a miserable time. There is also a bigger question of food security as the affected people have lost the stocks they created to use in the 6 months of harsh winters."
To offer whatever assistance we can in their time of need, Pankhudi Foundation is doing a collection drive for the victims of the floods. We are collecting money and other items that will be needed by the victims to now and in the coming months to re-build their lives.

The MP Karan Sing had already announced a donation of 50 lakh if it so happen.. Its been three weeks since the flash flood struck in Ladakh. Over the last three weeks many Ladakhis outside from their homeland (US, Europe, Delhi, Chandigarh, Jammu etc) were actively as well as silently involved in relief campaigns. Moreover the Ladakhi students and youths who are studying/working outside Ladakh (Delhi, Jammu and Chandigarh) are actively involved in collecting donations in cash and kind and organizing campaigns. One such campaign was organized by Ladakh Student Union Delhi and they managed to collect Rs 5 Lakh and expected to touch approximately Rs 6 Lakh by 6th of September. On behalf of Ladakh students Union Delhi and Help Ladakh Campaign we would like to thank few of the contributors whose help, advices and significant assistance were very valuable during such a harsh time: Few names that I would like to take are Art of Living Delhi, Major Vinod Kumar, Ka Rigzin Samphel, Rahul IAS institute and Rishi.
On 29th of August (Sunday), Ladakh Student Association Delhi and Help Ladakh Campaign decided to donate an ICU ventilator to SNM hospital, Leh with the collected donation. The details and costs of the machine will put on the board shortly.
We have already stopped collecting materials @ Ladakh Buddha Vihara-Bela Road because all the volunteers are students and also we will stop collecting after 6th of Sept. It was decided initially that the campaign would be carried out for one month. However we are silently continuing with the relief campaign by selling T-Shirt @ concerts, Cultural meets, shows, etc. T-Shirts will be available from tomorrow (i.e., 1st of Sept-@ Rs 250/ T-shirt). I was unable to update the designs selected for the T0shirts. Unfortunately we are left with only 200 nos of T-shirts. As all you know there has been a major calamity in Ladakh, the most memorable part of the world, a place which has been engraved on every individual's heart who has been there.
This heavenly region has been devastated by heavy flash floods and mud slides. Many people have lost their lives and those surviving have lost their everything. And in a region where to grow a small plant takes lot of hardship, they have lost all their stock food and even the shelter of their homes! And the on-coming winter (with temperatures plummeting down to -20, -30deg Celsius!! ) makes matters even worse.
In a region which shows no mercy to the weak, where the rule of 'Survival of the Fittest' applies the best, day to day survival is becoming a major challenge for these warm-hearted locals, let alone the mental agony they are facing.
Battling this are some of our near and dear friends who at present are in very awful condition, but still taking out m ud and bodies from house from and of their close friends! Padma's (some of you know him well) village, Saboo was the epicenter of the mudslide and were right in its way before it reached Choglumsar! ( Padma and his brother sounded an alarm when they, Luckily, saw the slide coming and saved many lives in the village)
We, Isha Tours and Sahyamitra, have started working to help these unfortunate friends and their villages. We would like to request those of you who wish to or have already show willingness to help, to provide monetary help for them. Some of you have offered to provide clothing and other necessities, but we advice otherwise as carrying them to Leh would prove difficult and they are or will be offered these by other groups. Whereas they are in need of money to be able to rebuild their house, buy groceries, utensils and other essentials as well as set up their farms and business (mainly tourist) now and later!

It once beckoned to us as a dream. Since then, ten years and a multitude of adventures later Ladakh has become an integral part of getoffurass and in a lot of ways has helped us define what we are today. The land and the people has ha...d a huge impact on the way we see and feel things. It has touched our lives and changed us for the better. The friends we made here are the ones we would cherish for life.
To watch a calamity like this befall this land and its simple, beautiful, loving people has affected us a great deal. We have put together this event for raising awareness and doing what we can to help. With you, with us at this event we hope to reach out to as many people as we can.

One thing about donating etc. is that the relief material should reach the people who are in need. The parts of Leh city which has been damaged is mainly the area of Skampari and the bus stand and Skalzaling and the Solar Colony at Choglamsar. The residents of these places are mainly from the middle and lower income group. They have left the villages and settled in Leh or have left rented houses and have made their own houses there. most of the construction has been haphazard as there have been no building norms. My main concern is that we have a plan for building shelters/ one room houses before the winter sets in. Water starts to freeze by the middle of October and no construction can be done.
What we should plan is to help with the basic requirements like kitchen utensils, wood stoves (bukharis), firewood for winter heating and clothing for the harsh sub-zero winters. Winters are long from End of October to the end of April. May is also quite cold. Immediate help can be given but if we do some thing we should have it done with keeping that the people who have lost their homes are to face a very harsh and cold winter. This is because to construct homes for all in this season will be an uphill task but they can have prefab housing or make one room structures for the families. This we alone cannot do we can have people at Leh . I am just giving my opinion. Rigzin can call his IAS friends etc to help as they may have some other ideas. In the end of this we have two tasks ahead of us the interim relief and the long term relief for the winter.

Hi all, doctors @ Leh has reported a steady rise in the cases of gastroenteritis due to contaminated drinking water and many other disease , after the death and destruction. Bio-chemical water filters and Chlorine tablets etc will answer some purpose as per doctors. So as much as possible we need to send this to the peoples over dr. Very Imptt to Note:- Doctors say even cases of post-traumatic disorder (PTD) are rising, So we need trained counsellors esp. who speaks ladakhi language. I hope lots of Volunteers will come forward in every single way to help the people and build their homes in coming days.

HELPING STUDENTS IN LEH
A group of Ladakhi students, who belong to Kelibuk, Narchumg and Choglamsar villages of Thiksay area of Ladakh, said it had now become difficult for them to continue their studies and to meet their daily requirements in faraway regions, as they have to pay for their rents also.
They said the flash floods in Ladakh might have destroyed agricultural lands and live stocks, which were the only source of income for their families. Many students who were due to receive money from parents could not get it due to the snapping of all means of communication between Leh and Jammu.
Stanzin Amgmo, a student of Class XI, said, “I was due to receive money in the first week of this month but the flash floods have destroyed our property. Now my parents will not be able to send me money.”
Under such circumstances, these students have demanded financial help from the government till the time they are able to get support from their parents.
They also demanded restoration of ATM services in Leh.

Immediate needs
The most urgent needs are food, blankets, clothes, temporary shelter and medicines.
There is also an urgent need to think of medium and longer-term plans for restoring livelihoods and supporting communities to reduce the risks of such disasters happening in future.
A huge challenge will be the need
to re-construct peoples’ houses in Ladakh before the freezing winter sets in.
National and international response:
More than 6,000 troops, the Central Reserve Police Force (CRPF) and police personnel along with the Indo-Tibetan Border Police have launched a massive relief and rescue operation. Six military aircraft,carrying relief material, rescue workers, doctors and sniffer dogs landed in Leh on Saturday 7 August.
Two teams from the Union Health Ministry, including a public health expert, two anesthetists, two surgeons and two orthopedic surgeons with five tones of medicines, also reached Leh from Delhi on Saturday. Civilian doctors are currently operating from the army hospital as the only civil hospital in the area is submerged.
The Border Roads Organisation (BRO) is trying to clear roads, highways and paths of debris and slush.
ACT Alliance response:
Church’s Auxiliary for Social Action (CASA) and Lutheran World Federation/Lutheran Service
India Trust (LWSIT) are currently getting in touch with local partners in the area while closely
monitoring the situation. There are many concerns to be addressed including movement of supplies and
road links that have yet to be restored as well as a dire shortage of warehousing and accommodation
facilities.
CASA has local partners, including the Tibetan Relief Committee, to provide logistical and operational support. The Mountain Forum Himalayas, an apex body of NGOs working on issues of the mountain dwellers, is also lending support. Two senior CASA staff will reach Leh along with a representative of the Mountain Forum on 10 August to start setting up operations.
LWF/LWSIT plans to work with the Moravian church Ladakh, the Moravian Mission Welfare Society
and Moravian Mission School in Leh.
CASA and LWF/LWSIT will be submitting proposals for a preliminary appeal within the next few days. Any funding indication or pledge should be communicated to Jessie Kgoroeadira, ACT Chief

Feedback from Prayer meeting for the flood victims in delhi

How you can help
Things that can be done immediately by all of us who are outside Ladakh especially those in Kashmir and Jammu is to send Recharge Coupons to Airtell and Aircell Numbers that you know. This will go a long way in helping those who are stuck up holding the sets in dearth of Talktime on their mobile phones.
Things that are needed urgently include large size tarpaulins, about 20'x20' which can be put into various use. It should be light weight yet strong to withstand tears and punctures from normal use. Silpaulin is the brand that has some reputation and not any other cheap types from Azad Market of Delhi.
